Thesis statement:
A successful birthday party requires a good preparation which include location, safe food and drinks, and party theme.

In the body, I will talk about
body 1: decoration and M.C.
body 2: food and drinks for non-allergic and allergic people
body 3: fun program and dress code

Well, it's an outline right now, so it's not really all that interesting, yet. Once you write it, I'm sure it will be.

You mentioned 'location' in your thesis statement, yet it's not in your outline.

When you say 'safe drinks', do you mean non-alcoholic? Most readers will assume that, so you might want to talk about that also.

Chronologically, 'party theme' could be first as it might determine the venue, the location.
