Default TV PITCH?

The word "script" means "the text of a play, broadcast, or movie". Which word can I use when talking about an idea for a tv programme for example? When I don't write dialogues etc. just describe it? I've heard the word "pitch" but usually as a verb "to pitch a tv show idea". I need a formal word.

I think you could also use 'propose' as an alternative.
