In US or UK, how do you call this device? In HK, we just call Mobile Phone.

UK - 'mobile phone', or just 'mobile'; also 'cellular phone' among people who want to show off their knowledge of the technology
US - 'cell [phone?]'

In some places, people just call it a phone, as they rarely ever use land line-based telephones anymore.

Just mobile in everyday usage.
In Australia we just say 'phone'.
As in 'do you have your phone on you?'
But if not, we say 'mobile phone'.
