What were you asked to write about this topic?
We have three words: speaking, skill, English. I think you're meant to write about English speaking skills, that is, the skills necessary in speaking English (as opposed to, maybe, Vietnamese).
So, you'd mention that English is not a tonal language, that tone doesn't signify meaning in the way it does in Vietnamese - that sort of thing.
