I'd have no trouble recommending the first. Here's some users opinions from amazon:

In fact I'm tempted to buy it myself; the CD would be very useful, and makes it an attractive choice over the The Cambridge Grammar of the English Language by Huddlestone, which is 3 times the price with no CD.

I note that there are no reviews for the second book on amazon. And I know nothing about it.
