What does one time courtesy mean?
For example: We do offer a one time courtesy refund

Teacher Re: One time courtesy They are breaking their rule or custom and giving you a refund "this time" - but don't expect them to do it again.

It's not 'one time courtesy' but 'one time refund as a courtesy' or 'one time courtesy-refund' in sense.
