Both the production manager as well as the chief foreman have discussed the issue at length.
Chose the wrong clause from bolds.

I think 'Both' should not come with 'As well as'.

I agree, and since the verb is 'have' (plural), the wrong phrase is "as well as".
The sentence should read, "Both the production manager and the chief foreman have discussed the issue at length."

Can you please tell us the rule that says: "Both does not come with "as well as". I want to know why.

"We do not use 'both' and 'as well as' together." How's that?
Each word does the linking alone; we don't need both.
