FSI(Foreign Services Institute), which is what the US Govt. uses to teach their ambassadors.

A book is called "Practical Audio Visual Chinese" is good to help recognize Chinese characters and write them correctly. ISBN: 957-09-1237-5
This is said to be good but very expensive.

I think jtnery is seeking a web course (free of charge) to teach English with Chinese instruction.
I teach English as a second language in Beijing, and I have been asked this many times. After over 20 years here I have to say that I do not know of such a course available on the web.
However, there are several such courses on sale in Beijing on CD ROM (Jenny Lou sells them) and also several books in Chinese devoted to teaching English They are available in the Xinhua Bookshop, and are not too expensive.
For a complete beginner, learning English from a Chinese book is worthwhile. But once some basic English is learned it is better to receive English-only instruction. This is a proven method, pefected by Berlitz over a period of 150 years.
