I've no question about the 've and stuff but I want to know what this means:

明けましておめでとう


And how can you get this on the computer. Is there in China a special keyboard for this kind of language????

As I recall, I copied and pasted that. And it means, I think, "Happy New Year!" (Or something close.)

is this Chinese, Japanese or Taiwanese actually?
I also never heard of Mandarin, in what countries do they speak Mandarin?

It's Japanese.

明 = a
け = ke
ま = ma
し = shi
て = te

お = o
め =me
で = de
と = to
う = u

"akemashite omedetou" means, "Happy New Year" :)
