The only idiomatic expressoin I've heard/used, that is relevant to language learning, is 'Use it or lose it' - but that's not really a proverb.

I have never heard of them, but that doesn't mean anything.
The Welsh people -- who have their own language which is much older than English -- have a saying: "Cenedl heb iaith, cenedl heb galon" translates as: "A nation without language is a nation without heart."
A very nice saying, Rewboss. It’s a pity some nations have nearly lost their hearts – the Belarusians, the Irish, maybe the Welsh, too? Ironically, Belarusian isn’t even spoken in our Parliament.
The Welsh language is alive and well. Although attempts were made to wipe it out 100 years ago, it is now one of the official languages of Wales, and being spoken more and more. Indeed, if you want to be a schoolteacher in Wales, you have to learn Welsh.
