When there is a stuff in media , for example news, one can listen to it as in BBC or CNN or read it in newspapers (or even memorizing it). I wonder which of these ways is more effective to focus on in improving ones fluency ?!

Your emphasis is fluency.
So I think speaking practise is the most importance.
In China, there is a famous training, called "crazy English",it encourages people to repeat one sentence loudly and crazily until you can repeat fluently and clearly. it does work!

What Ingliscarabao means is that the use of very big letters, or writing in capital letters, is called 'shouting' in English. To be honest, it is better to write in normal font sizes as it is easier on the eye.
