Default Using PDA for studying english. (learning words program)

It's not a secret that PDA can be very useful for those who are
studying english.

But actual benefit depends on software one is using.

The question is, what is the best choice for learning words?
I've tried a lot but I'm not satisfied with any of them.

My main requirements are:
1. Good choice of available dictionaries.
2. Adding new words is easy and can be done on PC
3. Quizzes
4. PC synchronization (ideally)
5. Compatibility with dictionary. (same dictionary files, one-click
translation)
