Somebody is borred stiff

It means extremely bored
It's used only in spoken English

eg:I'm borred stiff in this lesson!

Let's learn but I think you should have started with a definition about the word collocation(s). What are these collocations?

Collocations are combinations of words or group of words that go together and form a common expression.
Collocation -- example

1. To do an appointment or to make an appointment?

2.The SAME WORD can be used in each of the sentences given in each of questions below. Use the words shown in bold letters to help you discover the correct answers:
--As I recall, but _____ me if I am wrong, it was in a car park in Surrey.
--Doctors examine their patients thoroughly in order to make a _____ diagnosis.
--He may need surgery to _____ the problem.

They can be, yes, because phrasal verbs are formed using the same verb but with different prepositions. Change the preposition and you change the verb's meaning. As for idioms, say, black and white, like phasal verbs, the ordering is set.

Try here, What is collocation?
