Large ocean-going ships, like cruise liners, have lifeboats which can be used in an emergency when it's "Abandon ship!". These are stowed on decks and lowered into the water if the need arises.
A Rescue Boat is a fast boat based in some port, and dispatched to help if some other small boat or craft is in trouble.

If I can refine the explanation: A boat based on shore for the purposes of rescuing those in peroil on the sea is referred to as a lifeboat.

Ships usually carry boats specially for rescuing persons from the sea or participating in rescue operations, these are know as rescue boats or Fast Rescue Boats (FRB)
