Default Can a question start with if not?

Are you the person responsible for this? If not, would you please direct me to the appropriate contact at frappuccino?

There are people tellling me the second sentence is not a question. I beg to differ. What is your opinion?

What is the context? It seems mixed. It starts out as if the person is outraged. Then...does this outrage continue? or change into a muted request 'for the appropriate contact at frappuccino'?

It is not a question fueled by outrage. It's an inquiry as to a certain topic at hand. Like for example, if I was trying to communicate with the person in charge of widget manufacturing at frappuccino coffee dudes company.

In effect, then, in context, what is being said is:
"Would you please direct me to the appropriate contact at frappuccino?"

THAT'S A QUESTION, albeit a polite request.

I wasn't trying to contradict there. I was actually trying to explain the mood associated with that first question. I'm not sure if that makes any sense or not. Does it?

Now since you have clarified that the 2nd sentence is a question / polite request, does that sentence beckon a question mark? In my head, it does.

If you replace the first question mark with a comma it becomes one (albeit long , but not too long) sentence which is one question and takes a question mark at the end. p.s. you have to change the I to i in "If".

I'd rather not make it one long sentence. Are you saying that you think the second question does not need a "?"

If you removed the first question mark, it would not be one long sentence, it would be a run-on sentence, which is a grammatical error.

These sentences are perfectly correct as written (except that Frappucino should be capitalized if it is a proper noun).

Great. I just replaced the person I was talking to with frappuccino because that was the first thing that caught my eye on the table.
