I have seen very often the "s" after the year, what does it mean?

Some like:- 2002's, 1999's or 2002s, 1999s are they meant the same as in the year 2002 or 1999, or not?

There "the year 2000 's problems" means the problems likely to be encountered in the year 2000.

In the late 1970s (Form New Interchange by Jack C. Richards)

That refers to the latter part of the decade of the 1970s. It's fairly common usage. (The 1970s is the decade of 1970 through 1979.)

Microchip technology for animal identification was first introduced in the early 1980's and has developed over the years into the injectable chip or transponder that is in global use today.

That refers to the early part of that decade. That would be 1980, 1981, 1982, 1983.

Our roots go back to the 1930s.

They got started during that decade.

Our experience in the RFID (Radio Frequency Identification) field dates back to the early 1980's

They started doing that work at that time.

Twenty-five percent of all Swiss watch factories were permanently shut down during the 1970s and 30,000 workers lost their jobs.

That occurred during the decade of the 1970s (1970-1979).

There's also no real difference between the 1970s (no apostrophe) and the 1970's (with the apostrophe).
