I have found a dialogue from book that it's shown below.
a : where have you been? it's eleven o'clock.
b : I got stuck in trafic.
a : well, you should have phoned!!
b : ....
a : ....
some thing like that.
As understanding,I think it means where you went out before getting back to specific place.So, B was asked that where have you been? it's eleven o'clock!!!!

It is what is known as a rhetorical question. The person does not expect a precise answer. It is indicating exasperation, and implying that you were meant to be here but were not present when expected.
