I think you're right...... now a see, so the correct answer would be

I saw him yesterday.

because of the specific time

saw is correct because action is not going on. And we use yesterday in past simple tense.

The past simple is definitely the correct tense in the above situation. But why isn't present perfect right?

With these time indicators: yesterday, the day before yesterday, when I was a child, last Tuesday, a fortnight ago etc. we must use the past simple.
