I think the correct is " she never goes "
if you use " Never she goes " use must use " Never does she go "
and the third is wrong, so the second is the correct answer.

I agree. "Never does she go" would be a better option if you want to start the sentence with a negative. However, using " Never she goes " would be interesting in a blank verse or a poem or an alternate form of writing.

Kind of reminds me of Matilda. I don't know why, but it does.

I select No. 2. The first word is the subject, the second is the negative word and the last is the verb.
