as far as I know there is n't any specific language about compliments.
You just say: your dress suits you, I love the colours! And the other person simply says :thank you, you are being very kind.-but that means that she thinks you don't mean the compliment you paid, you just said something nice but not true.
So you simply say what you think (without insulting anyone) and expect a thank you or even better: I like your dress too.
