Unhappy sentence processing

What is wrong with "It is political change that the belief that all people who want to vote should be able to do so has caused." in sentence processing terms?.

'What has caused political change is the belief that ....' Describe the sentence how you will; I'd just say 'poorly written' (though not ungrammatical).
