What do you mean by 'the first year'? There are many possible meanings, ranging from a few months [the first year of life] to 7 [the start of formal education in some countries] - and even, maybe (if you're referring to the first year of secondary education) much older.
The sooner the better, I'd say, though some teachers recommend delaying till about age 3. Certainly schools should teach it (though the parents have probably missed the boat by then if they haven't started already - I didn't start learning foreign languages until
far too late).
