Hi, can anyone please tell me which of the following sentences is correct?

He recommended me a good restaurant.
OR
He recommnended a good restaurant to me.

I think it's the second because it's the restaurant that's being recommended. Am I correct?

You are right. The second one is correct.

So, in that sentence it is important to put the indirect object after the direct object - why? Because in the next sentence it doesn't matter.

I gave the waiter 50 euros.
I gave 50 euros to the waiter.

I can't find a rule that tells me how to decide where they direct and indirect object go depending on the sentence.

I am afraid we can't. You just have to learn what patterns are possible with each verb as you meet it.
