True, but with no more context than you have, 'very' is more likely; we'd need a reason for it to be too crowded.

Because that is not the way these words are used. We can say any of these:

The coffee was so hot that I couldn't drink it.
The coffee was (very) hot, and so I couldn't drink it.
The coffee was very hot, and I couldn't drink it.
The coffee was too hot to drink.

The various words are used in different ways.

according to this
'so' comes with 'that' that shows cause and effect.
'too' shows excess but doesn't come with 'that'.
and 'very' is clear.
