Is the initial "h" in horizon always pronounced, I mean, in all English variants/accents?

Its always the other way round, adding a or an is decided by the pronunciation of the word after it... I doubt it happens so that you add an article and then decide which pronunciation will be appropriate.

/h/ is a glottal consonant and in some English dialects, the pronunciation of initial /h/ is omited.. ex Herb as erb, Hotel as otel, though I am not very sure about the ommision of initial h while speaking...

You've got to pronounce the "h" in the word "horizon".

The stress is, of course, on the second syllable. I once heard someone place the stress on the last syllable, and I didn't understand what the person was saying right away.
