i notice that the americans have a distinguish way of saying the the sound T specially when it is followed by a vowel sound for examble words like "last year"what is" etc.So i wonder i if it is a role or somthing like that

There is a rule and most Americans and Canadians follow it unconsciously. In your example, 'last', the 't' is not pronounced if the next word or letter is begins with a consonant. When it begins with a vowel or a vowel sound, the 't' is pronounced or almost pronounced depending on how fast they're speaking. bdsenglishniche.com
