When you pronounce the r-colored vowels ɝ and ɚ does your tongue touch the sides of your teeth?

Also which one do you pronounce at the back of your mouth the alveolar approximate (ɹ) or the r-colored schwa (ɚ)?. I just want to know if there are any differences between ɹ and ɚ.
