The main phonetic language is IPA (International Phonetic Alphabet). You can search for that on the web. There are many pages, but the official page is the IPA (IP Association) page.

First of all, you have to choose one language to learn, either American English or British English, otherwise you will get confused. There're tiny little difference between them.

In my humble opinion, I think IPA is not that prefect for learning English, it's not quite clear and effective.

But surely it's better than something like "I would say /mi‛ly‛n/ or some people said /milii‛n/"?This can only be understood if everyone knows what /i/ means, and which of the three sounds in /milii‛n/ you mean by each instance of /i/.
Using IPA - /mɪlijən/ – there are three different symbols for the three different sounds, all of which you’ve transcribed as /i/.
Yes, IPA is not perfect. What's your suggested alternative?

Well, I stand corrected. By the way, I think your phonetics symbol list doesn't really help much as he doesn't know a thing or two about phonetics by any chance. I think that'd be awesome if he could be taught by native speaker in person.
