It seems to me that the transcription and pronunciation of the word issue /ˈɪʃ·u/ is completely different, isn’t it?

I'm not exactly sure what you mean, but having listened to the recording, the lady seems to be pronouncing "issue" as "iss-ue", rather than more normal [to me, anyway] "ish-ue". One hears it pronounced both ways in the UK.

I associate the pronunciation of the sibilant double s sound with the older generation and the upper classes. My grandfather always pronounced it "properly" (his word!) as "iss-you" - he was a relatively well-educated man born in 1921. Everyone I know pronounces it "ish-oo".
