'One pair' is better. If you are going to use 'a', pronounce it /eɪ/.
Look at the following dialogue:
- I've bought a pair of shoes.
- Three pairs??!
- No, a pair.
How should a be pronounced? In it's full form? Like [ei] as in "say"? Or as in "cat"? Or is it better to say just "No, ONE pair of shoes!"
