syllabic consonant in 'hence'

Could you please explain why the /s/ in /hens/ is not a syllabic consonant even though there is a consonant before it?

What's your understanding of a syllabic consonant and do you think it is the same as a consonant?

A syllable is marked, among other things, by a burst of air. In /ˈbʌtn/ the second burst of air is from the nose. In /hens/ there is only one.

I have heard the speakers of some languages, who have trouble with terminal consonant clusters, pronounce - for example - 'against' /ǝ'genǝst/. Perhaps the OP mispronounces 'hence'...? That might explain their confusion.
