Default "the" pronunciation

Is "the" in examples like "the legendary Nikola Tesla" pronounced "thee" ?

the is pronounced "thee" before vowel sounds, thee apple,thee egg,or when one wants to emphasize the noun, like thee president himself called me( not one of his secretaries ) so,maybe you want to emphasize that this is thee legendary...

In addition to Janaina's info:
We say thee if we make a pause hesitating ( when our mind suddenly goes blank or we can't find at once the appropriate word).
So what did thee... thee... PM achieve by his visit?
After thee the speaker intended to use a strong word but changed his mind.
