Ian Fleming wrote the first James Bond novel partly as a result of marriage and partly as a need to live out a life "Walter Mitty" style (try looking up that character). He decided on the name of "James Bond" because he saw a book on ornithology written by a James Bond and he decided, "what an absolutely boring name" and he wrote adventures that were anything but boring.

The rest. . . is history

BTW his ideal James Bond would have been Hoagy Carmichael. He didn't care for Sean Connery -- something about class differences.

Anyway, I did not read the entire thread, but repeating cannot hurt... :D

007 is being pronounced DOUBLE OH SEVEN (dŭb'əl ō sĕv'ən).

From Inspirations for James Bond: Information from Answers.com
It has been alleged that there was a Soviet assassination unit known as "double zero" or "double oh".
Was there ever a real superspy like James Bond, Her Majesty's secret agent with a licence to kill? A resounding "No" was the answer given by Dusan 'Dusko' Popov, himself the real character who inspired writer Ian Fleming to create agent 007.

Moreover, there's a double zero (OO) option in American roulette.
...the American roulette wheel has a total number of thirty-eight numbers. That is, is has all the numbers ranging from one to thirty-six; then it also includes a zero (0) and a double zero (00). This extra double zero increases the house's advantage over the player. Source
Casino Royale, hmm.
