Now I am about to go study abroad in academic environment that is why I would like to speak and use English in fluency. I hope you don't mind me correcting your English but . . .

You should really say "Welcome to people who like speaking English"

"people" is plural, so it takes the verb like (likes is only for the third person singular).

We say "he likes", but "they like". The word "people" is a plural and this means that the verb "to like" takes the same form as if you had used the word "they".

Also you say:

I like, We like
You like, You (plural) like
He likes, They like
