Default phonetic chart

How can I use the phonetic chart? only by heart? is there any rule that help me to understand it?.

I'm not sure I understand your question. How are you using the chart now? Have you checked out any websites that discuss the phonemic alphabet and how it is used?
Have you gone to any sites that offer audio of each symbol? This one isn't perfect, but it's a start:

Well yes there is, but it wouldn't suit all learners; it's a bit technical for most EFL students (to do with place and manner of articulation). As Petra says, it's not clear what you want.

As to learning the symbols, just use them. Don't try to 'learn the chart'. Get a dictionary that uses the symbols, and just use them - every time you look up a word, say it aloud*.

*PS You can use that British Council chart to hear the sounds: click on the symbol you want to hear.
