We will be happy to comment on your letters, once you draft them.
If you write that letter and post it here, someone will (probably) take a look and offer suggestions.
A rule for writing business letters is to simply state clearly what is needed.
In my opinon, you don't need threats unless people have not complied with your first request. "Punishment" is an odd word for professional teachers. It sounds like you'll make them go to bed without their dinner or something.
