I've got TEFLA it's supposed to have an international recognition from AUC ( American University in Cairo) , but the Ministry of Education in Egypt refused to recognize this certificate, I don't know why.

You've two choices:

(1) You could contact AUC here and here, or try one of your (?) professors in the department of TEFL & Applied Linguistics.

(2) You could contact the Ministry of Education (the site is in Arabic). The present Minister of Education is Dr. Yousry Saber Hussein El-Gamal.
