Default Help: New English Instruction, 5th grade

Help. I could use suggestions on how a classroom teacher can teach English to Japanese students with very little or no English Skills. We do have an ELL teacher where the kids do go for intensive English instruction, but I want to do more. I have started with DOLCH lists and I'm trying to develope materials to construct meaning for vocabulary and sounds. There must be "stuff" already out there. Please adivise on how to proceed. I'm also looking for how to assess what they spend their time on for each particular day. I also have high school volunteers (Japanese speakers) who come to help with what I give them.
