Default Initial Letters

I'm looking onto an online course dealing with "young learners"; the first question is "WHAT LETTERS WOULD YOU TEACH?". I don't want to sound smug and say ...all of them! Are they asking about phonemic awareness, explosive sounds, alveolar ridge tongue placement, etc.; or are they asking what letters can be used as building blocks to form more simple words?
Secondly, since these are "second language" students, how might I build on their pre-existing linguistics as a bridge to English phonics?
WOW...I just read my questions and don't know if there is an available answer! Shoot me any and all ideas, as I don't know where to start! (I've heard the starting gun, but I'm still in the blocks!)
