The punctuation is correct although a period (full stop) could also be used there. The three dot symbol is called an ellipsis. It is used to indicate either that some words have been omitted or that there is additional information to be added.

I think what @probus was trying to draw attention to is that the use of more than one full stop in a row (as in the above) is not necessarily an oversight or a typo. Sometimes, it's a matter of style, such as to indicate a pause (for thought). For instance, the author might have used it in that article to emphasize the gravity of the situation in Gaza.
