Dear all,
a couple days ago i met a former teacher of mine who is a native english speaker, told me how much you read newspaper your level of english ll improve that much. i thought it sounds just great but when i started reading newspapers i faced some obstacles with the titles. These titles and their structures seem very different to me. I wonder how to handle this problem. and if you native english teachers gave me some tips about it, i would be grateful.

Because headlines don't follow the standard rules of grammar, you can ignore them for now. If you want to create a little exercise for yourself, you could try rewriting the headlines as standard English sentences.
 
e.g Concil of Europe head praises Turkey's global role
would you please rewrite this title?
 
e.g Concil of Europe head praises Turkey's global role
would you please rewrite this title?


I'd suggest something like.......

The head of the Council of Europe praises the part played by Turkey in the international community.

If you have a look at Practical English Usage by Michael Swan (OUP), you'll find a section on newspaper headlines that looks at some of the grammar and vocabulary they use.
