Sure there is.
If it doesn't depend on anything, then you have to use much.
If it's clearly visible on what it depends AND if it's countable, it is many.

You have to use much because there is nothing countable here.

Many can be used when it's clear what you spent:
"How many dollars did you spend?"
You can count the dollars.

"How many hours did it take until it got finished?"
You can count the hours.

For countable words we use "many".

Maybe we should put a subject whether countable or uncountable noun to identify if we will use many or much. As stated in the grammar rule, we will use many if the subject is a countable noun while much if the subject is an uncountable noun.
