I can only speculate that it's the forms the shop must fill out to show that no taxes were required, or perhaps that customers fill out to show that they represent a non-profit organization and that therefore their purchases are tax-exempt.

A major office supply store in my neighborhood sells all kinds of forms. These include rental forms, assumed name forms, wills, corporation forms, power of attorney forms, etc.

A majority of custimers will have to pay VAT, so printed prices often include VAT.
