[General] TO and FOR with RECOMMENDATION LETTER

I am writing a recommendation letter for one of my students. I am confused a little bit regarding the use of the prepositions FOR and TO. It is correct to say that I am writing this letter for a student to a university? Or should I say that I am giving this recommendation to a student for a university? At the beginning of the letter, I write FROM: my name, and what should I write after the prepositions TO: and FOR: ?

Forget the student for a moment. To whom are you writing? The university. You are writing to the university. Now bring back the student. Why are you writing? To help the student. You said it yourself: "I am writing a recommendation letter for one of my students."
