Should we use followed or have followed? I think the latter works better as the present perfect tense should be used?

I believe some more context would be useful.
 
:up: ... as either tense could be appropriate. (The OP mis-used 'as' - logically, that is, not grammatically. ;-))

PS There is also the possibility that the speaker is using 'to my knowledge' wrongly, with the intended sense 'This is a fact:...'. Again, context would help.
