What is "without anything else to go on"?
 
To go on means to rely upon or to decide based on. When the author says "without anything else to go on" he or she is saying that whatever follows is based on scanty evidence.
 
That's right.

It's the same here on the forum, when we get a question like 'Which is better: "I am happy" or "I am chuffed"?'

We reply 'Without further context, it's impossible to say.'

'Without further context' means 'Without anything else to go on.'
