If you work hard you are sure to succeed (NOT you will surely succeed).

why cant we use 'you will surely succeed' ?

Who said you can't? You can! I think "you will surely" is a little more towards the BrE side, while "you are sure to" is more common in AmE. But both would be easily understood on both sides of the pond.
 
Mind you, though both are grammatical, they are both false.
 
If you work hard you are sure to succeed (NOT 'you will surely succeed').

Why can't we use 'you will surely succeed'? (Don't leave a space before a question mark.)
