It could mean, "That notwithstanding, I'm hardly likely to forsake it."
Some context might elicit a more useful response. "To offer something up" has several meanings.
 
I was talking to my friend about a membership card. That membership card will give the member one free item per month.
Your friend seems to be saying that he would not offer up his card even if there were no free items given. What exactly "offering the card up" means is still unclear, but in any case, he means "giving it up" or relinquishing it.
