What's the difference in meaning (if any) between one and the same sentence pronounced with two different tones (Fall-Rise and Rise)?

I changed the sentences a little, so that they both could be pronounced with the two tones.

Can it be irony or sarcasm then (in the first)?
What can the second sentence mean? What's the difference in meaning between the second sentence and the same sentence pronounced with a falling tone?

There's no absolutely fixed pattern for sarcasm, but it could be the case. If the tone were just falling, then that would most likely be the person implying that they didn't mean it.
