"At" or "on" aren't generally used when referring to the weekend. If you want to express that something will occur at that time, you'd say "over the weekend" or "during the weekend."

In AE, we often use on weekends/the weekend; BE uses at the weekend.

Yes; "at the weekend" in BrE, though I now sometimes hear "on the weekend".

Similarly, a slightly French-sounding "Good weekend!" is becoming more common, in place of the more usual "Have a good weekend!".
